Every project published by JOREX should carry an explicit stage, approved facts and a last-verified record. Development ambition is never presented as operating or contracted capacity.
Project status taxonomy
A status label is a claim.
The CMS should not allow a project card to publish without stage, approval state and verification date.

| Awarded / Contracted | Binding award or contract exists; delivery not yet operating. | Executed document or disclosure approval. |
| Development | Project has active development work and defined internal sponsorship. | Management-approved public description. |
| Pipeline | Early opportunity only; not operating, contracted or bankable proof. | Normally not shown as capacity proof. |
